Card notation
Cards are represented as 2-character strings: rank then suit. This is the same encoding used by research bots (ACPC, Slumbot).

Examples: As = ace of spades, Td = ten of diamonds, 9c = nine of clubs, Kh = king of hearts.
Board length by street
The board field in an ActionRequest always has a length that matches the current street:

Streets progress in this order within a hand. A new hand always starts at preflop.
